Public luxury for all or private luxury for some: this is the choice we face

Imagine designing one of our great cities from scratch. You would quickly discover that there is enough physical space for magnificent parks, playing fields, public swimming pools, urban nature reserves and allotments sufficient to meet the needs of everyone. Alternatively, you could designate the same space to a small proportion of its people – the richest citizens – who can afford large gardens, perhaps with their own swimming pools. The only way of securing space for both is to allow the suburbs to sprawl until the city becomes dysfunctional: impossible to supply with efficient services, lacking a sense of civic cohesion, and permanently snarled in traffic: Los Angeles for all.

Imagine designing a long-distance transport system for a nation that did not possess one. You’d find that there is plenty of room for everyone to travel swiftly and efficiently, in trains and luxury buses (an intercity bus can carry as many people as a mile of car traffic). But to supply the same mobility with private cars requires a prodigious use of land, concrete, metal and fuel. It can be done, but only at the cost of climate change, air pollution, the destruction of wonderful places and an assault on tranquillity, neighbourhood and community life.

This conflict is repeated in financial terms. In order that the very rich can pay less tax, public playgrounds are allowed to fall apart. The beneficiaries might use the extra money to build private play barns for their children. Public toilets are closed so that some people can install gold-plated taps in their bathrooms. Public swimming pools are put on restricted hours so that the very rich can turn up the thermostats in their private pools. Public galleries need to charge for entry so that billionaires can expand their own art collections. Wealth that could be shared and enjoyed by all is sequestered by a few.

It is impossible to deliver a magnificent life for everyone by securing private space through private spending. Attempts to do so are highly inefficient, producing ridiculous levels of redundancy and replication. Look at roads, in which individual people, each encased in a tonne of metal, each taking up (at 70mph) 90 metres of lane, travel in parallel to the same destination. The expansion of public wealth creates more space for everyone; the expansion of private wealth reduces it, eventually damaging most people’s quality of life.

This is a global issue, as well as a national one. According to the Global Footprint Network, every person in the UK uses the equivalent of 5 hectares of land and sea through the food we eat, the products we use and the carbon we release, which has to be absorbed somewhere if it is not to accelerate global warming. Yet the UK’s “biocapacity” (our ability to absorb these impacts) is a little over 1 hectare per person. Our extravagance is a cost that others must bear.

Public luxury available to all, or private luxury available to some: this is the choice we face at all times, but especially at this election. It is the conflict between these two visions that defines – or should define – our political options. There is a significant difference between Labour and the Conservatives in this respect, but I wish it were stronger.

Labour, through its proposed cultural capital fund, will reinvest in public galleries and museums. It will defend and expand our libraries, youth centres, football grounds, railways and local bus services. Unlike the Conservative manifesto, which is almost silent on the issue, Labour’s platform offers a reasonable list of protections to the living world.

But it also promises to “continue to upgrade our highways” (shortly after vowing to “encourage and enable people to get out of their cars”) and to provide new airport capacity. The conflicts are not acknowledged. Progress in the 21st century should be measured less by the new infrastructure you build than by the damaging infrastructure you retire.

Labour also misses a wonderful opportunity in its plans to expand affordable housing, to promote accommodation that both revives community and makes better use of space. In co-housing developments, people own or rent their own homes but share the rest of the land. Rather than chopping the available space into coffin-sized gardens in which a child cannot perform a cartwheel without hitting the fence, the children have room to run around together while the adults have space to garden and talk. Communal laundries release living space in people’s homes. Carpools reduce the need for parking. Isolation gives way to conviviality.

More importantly, and less surprisingly, the Labour manifesto fails to acknowledge the left’s great conundrum: the environmental damage caused by efforts to create jobs through economic growth. Like the Conservatives, like almost every party everywhere (the Greens are a notable exception), Labour’s economic vision is based on the presumption that there are no limits. Both conservative and social democratic parties see the world as a magic pudding that can never be exhausted. They build their economic programmes on a fairytale.

And they have another unexamined premise in common: that money legitimately buys you the power to take what you want from the world. There is an almost universal assumption in politics that you have the right to help yourself to as much of the global commons (atmosphere, soil, water, fish) as you can afford, though this reduces what is left for other people to share. You have the right to occupy as much physical space as your money can buy, regardless of the restrictions this imposes on others.

Where does this licence arise? Even if private wealth were obtained through the exercise of virtue (an unlikely proposition at the best of times) or through enterprise and hard work (ever less probable, in this new age of inheritance and rent), it is hard to discern the just principle that translates this money into permission to acquire the space and resources on which other people depend for a decent quality of life. When and by whom was this permission granted? How does it correspond to our notion of equal rights, or our concept of democracy, which is based on an equal power to decide?

You will not find these questions asked in this election or in any other. They are fudged by recourse to the magical belief that there is enough space and resources for everyone to do as they wish, that infinite growth ensures that no one – when the parties’ economic promises are fulfilled – will need to intrude on the interests of others. Yet, on this finite planet, they are the questions that will determine not only the quality of our lives but our security and, eventually, our survival. The primary task of all far-sighted politicians should be to decide first how much we can use, then how it can best be shared.

When the questions that count above all others are beyond the scope of politics, when almost everyone in public life is either too blinkered or too frightened to answer them, when – even in this great, defining election, which at last offers people meaningful political choice – neither large party can even name them, you begin to recognise how much trouble we are in.

The shocking waste of cash even Brexiteers won’t condemn

In or out, everyone seems to agree that the poor should keep subsidising the rich with land subsidies.

Do the Leave campaigners care about the misuse of public money? No. How do I know? Because they have scarcely mentioned the European Union’s great bonfire of banknotes. You know, the item that accounts for roughly 40% of the EU budget, or £42bn a year, almost all of which is wasted. You don’t know? I rest my case.


I’m talking about farm subsidies. If the Brexiters have raised the subject at all, it’s only to assure recipients that these vast sums will continue to be extracted from taxpayers’ pockets if Britain leaves. Some – such as Theresa Villiers and Owen Paterson – have suggested that the great giveaway of public funds could even be increased.

The leaders of the remain campaign are no better: George Osborne, while ripping down essential public services, has warned that if the UK votes out, this outrageous provision of unearned income might dry up. We should stay in Europe, he told the press in Northern Ireland, to ensure that brimming buckets of public money – £3bn a year in the UK – continue to be dispensed.

They would more accurately be described as land subsidies, as they are paid by the hectare. The more land you own or lease, the more public money you are given, so the richest people in Europe clean up. And not just in Europe: Russian oligarchs, Saudi princes and Wall Street bankers have bought up tracts of European farmland, thus qualifying for the vast sums we shovel into their pockets. Why is no word raised against these benefit tourists?

This is arguably the most regressive distribution of public money in modern times. Taxpayers of all stations stock the wine cellars of dukes and hedge fund managers. As much as 80% of the funds are harvested by the richest 25% of recipients. The poorest farmers are excluded: you cannot claim subsidies unless you own or lease at least five hectares. A report by the European court of auditors reveals that the EU has no useful data on farm incomes, and therefore no knowledge of whether farm subsidies serve any social purpose.

This racket is perhaps the strongest of all arguments for leaving the European Union, but the Brexiters’ silence resounds. Among the 13 Conservative MPs who signed an open letter last week undertaking not to cut subsidies for owning or leasing land if Britain leaves the union was Iain Duncan Smith. His wife’s family’s estate, on which he lives, receives £150,000 a year of your money, handed to them by the EU.

Remember what Duncan Smith did to the poor while he was work and pensions secretary? He presided over a system that drove many to food banks. I struggle to imagine less deserving beneficiaries of public charity than Iain Duncan Smith and family.

Hold on – I’ve just thought of one. Paul Dacre, editor-in-chief of the Daily Mail – which rails ceaselessly against other misuses of EU funds, real or imagined – has extracted £460,000 in European subsidies since 2011. How? By owning a shooting estate in Scotland and a tract of land in Sussex. I doubt Dacre knows much more about farming than the average reader of his newspaper, but you don’t have to be a farmer to receive this money; the rules say only that you must have “eligible land at your disposal”.

Whenever you see someone lamenting the “something for nothing culture” in the press, or attacking “bureaucrats, lobbyists and other jackals that scavenge for taxpayers’ money”, you could place a hefty bet that either they or people close to them are stuffing their pockets with EU funds.

There’s another reason for calling these payments land subsidies: you don’t have to produce any food to receive them. Your land just has to look agricultural, which means bare. Among the “ineligible features” listed in Westminster’s version of the European rules are ponds, wide hedges, regenerating woodland, reedbeds, thriving salt marsh and trees sufficient to form a canopy. The common agricultural policy is a €55bn incentive to destroy wildlife habitats and cause floods downstream.

All the good things the EU has done for nature are more than counteracted by this bureaucratic idiocy. Millions of hectares of wildlife habitat in the EU are threatened by this rule; clearance has taken place already across vast areas. Why do we hear so little about it?

I spent part of this spring in Romania, in the midst of hundreds of thousands of hectares of wood pasture (below): a mosaic of flowering meadows, marshes and trees. I have seldom seen such a profusion of life anywhere on earth. I watched golden orioles, hoopoes, honey buzzards, red-backed and great grey shrikes, lesser spotted eagles, black storks, yellow wagtails, roe deer, wild boar and bears. Cuckoos were so common they flew around in flocks. All nine species of European woodpecker live in one small valley where I stayed; so do bee eaters, goshawks, corncrakes, quails, nightjars, tortoises, tree frogs, pine martens, wildcats, lynx and wolves.

All this is now on the brink. Across Romania, farmers are beginning to realise that they can make money simply by cleansing the land. In eastern Transylvania I saw the heartbreaking results (below): the mass felling of trees and destruction of wildlife, not for any productive purpose, but just to meet the European rules. It’s the same kind of vandalism, driven by diktat and blindly enforced by bureaucrats, that the Romanians suffered under their former despot, Nicolae Ceausescu. The European subsidies rules are responsible for one of the world’s great unfolding disasters, which ranks only a little way behind the fires in Indonesia and thecollapse of coral reefs.

This dog that hasn’t barked exposes the real agenda of the leading Brexiters. They denounce the transfer of public money from rich to poor; they are intensely relaxed about the transfer of public money from poor to rich. It also challenges those who wish to remain.


I will vote in on Thursday, as I don’t want to surrender this country to the unmolested control of people prepared to rip up every variety of public spending and public protection except those that serve their own class. But if we are to live in Remainia, we should insist on sweeping change. Daylight robbery and mass destruction: the EU is supposed to prevent them, not deliver them.

If "Protest never changes anything"? Look at how TTIP has been derailed

For those of us who want societies run in the interests of the majority rather than unaccountable corporate interests, this era can be best defined as an uphill struggle. So when victories occur, they should be loudly trumpeted to encourage us in a wider fight against a powerful elite of big businesses, media organisations, politicians, bureaucrats and corporate-funded thinktanks.

Today is one such moment. The Transatlantic Trade Investment Partnership (TTIP) – that notorious proposed trade agreement that hands even more sweeping powers to corporate titans – lies wounded, perhaps fatally. It isn’t dead yet, but TTIP is a tangled wreckage that will be difficult to reassemble.




Doubts rise over TTIP as France threatens to block EU-US deal



Those of us who campaigned against TTIP – not least fellow Guardian columnist George Monbiot – were dismissed as scaremongering
. We said that TTIP would lead to a race to the bottom on everything from environmental to consumer protections, forcing us down to the lower level that exists in the United States. We warned that it would undermine our democracy and sovereignty, enabling corporate interests to use secret courts to block policies that they did not like.

Scaremongering, we were told. But hundreds of leaked documents from the negotiations reveal, in some ways, that the reality is worse – and now the French government has been forced to suggest it may block the agreement.

The documents imply that even craven European leaders believe the US demands go too far. As War on Want puts it, they show that TTIP would “open the door” to products currently banned in the EU “for public health and environmental reasons”.

As the documents reveal, there are now “irreconcilable” differences between the European Union’s and America’s positions. According to Greenpeace, “the EU position is very bad, and the US position is terrible”.

The documents show that the US is actively trying to dilute EU regulations on consumer and environmental protections. In future, for the EU to be even able to pass a regulation, it could be forced to involve both US authorities and US corporations, giving big businesses across the Atlantic the same input as those based in Europe.

With these damning revelations, the embattled French authorities have been forced to say they reject TTIP “at this stage”. President Hollande says France would refuse “the undermining of the essential principles of our agriculture, our culture, of mutual access to public markets”. And with the country’s trade representative saying that “there cannot be an agreement without France and much less against France”, TTIP currently has a bleak future indeed.

There are a number of things we learn from this, all of which should lift hopes. First, people power pays off. European politicians and bureaucrats, quite rightly, would never have imagined that a trade agreement would inspire any interest, let alone mass protests. Symptomatic of their contempt for the people they supposedly exist to serve, the negotiations over the most important aspects of the treaty were conducted in secret. Easy, then, to accuse anti-TTIP activists of “scaremongering” while revealing little of the reality publicly.

But rather than give up, activists across the continent organised. They toxified TTIP, forcing its designers on the defensive. Germany – the very heart of the European project – witnessed mass demonstrations with up to 250,000 people participating.

From London to Warsaw, from Prague to Madrid, the anti-TTIP cause has marched. Members of the European parliament have been subjected to passionate lobbying by angry citizens. Without this popular pressure, TTIP would have received little scrutiny and would surely have passed – with disastrous consequences.

Second, this is a real embarrassment to the British government. Back in 2011, David Cameron vetoed an EU treaty to supposedly defend the national interest: in fact, he was worried that it threatened Britain’s financial sector. The City of London and Britain are clearly not the same thing. But Cameron has been among the staunchest champions of TTIP. He is more than happy to undermine British sovereignty and democracy, as long as it is corporate interests who are the beneficiaries.

And so we end in the perverse situation where it is the French government, rather than our own administration, protecting our sovereignty.

And third, this has real consequences for the EU referendum debate. Rather cynically, Ukip have co-opted the TTIP argument. They have rightly argued that TTIP threatens our National Health Service – but given that their leader, Nigel Farage, has suggested abolishing the NHS in favour of private health insurance, this is the height of chutzpah.

Ukip have mocked those on the left, such as me, who back a critical remain position in the Brexit referendum over this issue. But if we were to leave the EU, not only would the social chapter and various workers’ rights be abandoned – and not replaced by our rightwing government – but Britain would end up negotiating a series of TTIP agreements. We would end up living with the consequences of TTIP, but without the remaining progressive elements of the EU.
Instead, we have seen what happens when ordinary Europeans put aside cultural and language barriers and unite. Their collective strength can achieve results. This should surely be a launchpad for a movement to build a democratic, accountable, transparent Europe governed in the interests of its citizens, not corporations. It will mean reaching across the Atlantic too.

For all President Obama’s hope-change rhetoric, his administration – which zealously promoted TTIP – has all too often championed corporate interests. However, though Bernie Sanders is unlikely to become the Democratic nominee, the incredible movement behind him shows – particularly among younger Americans – a growing desire for a different sort of US.

In the coming months, those Europeans who have campaigned against TTIP should surely reach out to their American counterparts. Even if TTIP is defeated, we still live in a world in which major corporations often have greater power than nation states: only organised movements that cross borders can have any hope of challenging this unaccountable dominance.

From tax justice to climate change, the “protest never achieves anything” brigade have been proved wrong. Here’s a potential victory to relish, and build on.

Neoliberalism – the ideology at the root of all our problems

Financial meltdown, environmental disaster and even the rise of Donald Trump – neoliberalism has played its part in them all. Why has the left failed to come up with an alternative?

Imagine if the people of the Soviet Union had never heard of communism. The ideology that dominates our lives has, for most of us, no name. Mention it in conversation and you’ll be rewarded with a shrug. Even if your listeners have heard the term before, they will struggle to define it. Neoliberalism: do you know what it is?

Its anonymity is both a symptom and cause of its power. It has played a major role in a remarkable variety of crises: the financial meltdown of 2007‑8, the offshoring of wealth and power, of which the Panama Papers offer us merely a glimpse, the slow collapse of public health and education, resurgent child poverty, the epidemic of loneliness, the collapse of ecosystems, the rise of Donald Trump. But we respond to these crises as if they emerge in isolation, apparently unaware that they have all been either catalysed or exacerbated by the same coherent philosophy; a philosophy that has – or had – a name. What greater power can there be than to operate namelessly?



So pervasive has neoliberalism become that we seldom even recognise it as an ideology. We appear to accept the proposition that this utopian, millenarian faith describes a neutral force; a kind of biological law, like Darwin’s theory of evolution. But the philosophy arose as a conscious attempt to reshape human life and shift the locus of power.

Neoliberalism sees competition as the defining characteristic of human relations. It redefines citizens as consumers, whose democratic choices are best exercised by buying and selling, a process that rewards merit and punishes inefficiency. It maintains that “the market” delivers benefits that could never be achieved by planning.

Attempts to limit competition are treated as inimical to liberty. Tax and regulation should be minimised, public services should be privatised. The organisation of labour and collective bargaining by trade unions are portrayed as market distortions that impede the formation of a natural hierarchy of winners and losers. Inequality is recast as virtuous: a reward for utility and a generator of wealth, which trickles down to enrich everyone. Efforts to create a more equal society are both counterproductive and morally corrosive. The market ensures that everyone gets what they deserve.

We internalise and reproduce its creeds. The rich persuade themselves that they acquired their wealth through merit, ignoring the advantages – such as education, inheritance and class – that may have helped to secure it. The poor begin to blame themselves for their failures, even when they can do little to change their circumstances.

Never mind structural unemployment: if you don’t have a job it’s because you are unenterprising. Never mind the impossible costs of housing: if your credit card is maxed out, you’re feckless and improvident. Never mind that your children no longer have a school playing field: if they get fat, it’s your fault. In a world governed by competition, those who fall behind become defined and self-defined as losers.

 Among the results, as Paul Verhaeghe documents in his book What About Me? are epidemics of self-harm, eating disorders, depression, loneliness, performance anxiety and social phobia. Perhaps it’s unsurprising that Britain, in which neoliberal ideology has been most rigorously applied, is the loneliness capital of Europe. We are all neoliberals now.

The term neoliberalism was coined at a meeting in Paris in 1938. Among the delegates were two men who came to define the ideology, Ludwig von Mises and Friedrich Hayek. Both exiles from Austria, they saw social democracy, exemplified by Franklin Roosevelt’s New Deal and the gradual development of Britain’s welfare state, as manifestations of a collectivism that occupied the same spectrum as nazism and communism.

In The Road to Serfdom, published in 1944, Hayek argued that government planning, by crushing individualism, would lead inexorably to totalitarian control. Like Mises’s book Bureaucracy, The Road to Serfdom was widely read. It came to the attention of some very wealthy people, who saw in the philosophy an opportunity to free themselves from regulation and tax. When, in 1947, Hayek founded the first organisation that would spread the doctrine of neoliberalism – the Mont Pelerin Society – it was supported financially by millionaires and their foundations.

With their help, he began to create what Daniel Stedman Jones describes inMasters of the Universe as “a kind of neoliberal international”: a transatlantic network of academics, businessmen, journalists and activists. The movement’s rich backers funded a series of thinktanks which would refine and promote the ideology. Among them were the American Enterprise Institute, the Heritage Foundation, the Cato Institute, the Institute of Economic Affairs, the Centre for Policy Studies and the Adam Smith Institute. They also financed academic positions and departments, particularly at the universities of Chicago and Virginia.

As it evolved, neoliberalism became more strident. Hayek’s view that governments should regulate competition to prevent monopolies from forming gave way – among American apostles such as Milton Friedman – to the belief that monopoly power could be seen as a reward for efficiency.

Something else happened during this transition: the movement lost its name. In 1951, Friedman was happy to describe himself as a neoliberal. But soon after that, the term began to disappear. Stranger still, even as the ideology became crisper and the movement more coherent, the lost name was not replaced by any common alternative.

At first, despite its lavish funding, neoliberalism remained at the margins. The postwar consensus was almost universal: John Maynard Keynes’s economic prescriptions were widely applied, full employment and the relief of poverty were common goals in the US and much of western Europe, top rates of tax were high and governments sought social outcomes without embarrassment, developing new public services and safety nets.

But in the 1970s, when Keynesian policies began to fall apart and economic crises struck on both sides of the Atlantic, neoliberal ideas began to enter the mainstream. As Friedman remarked, “when the time came that you had to change ... there was an alternative ready there to be picked up”. With the help of sympathetic journalists and political advisers, elements of neoliberalism, especially its prescriptions for monetary policy, were adopted by Jimmy Carter’s administration in the US and Jim Callaghan’s government in Britain.

After Margaret Thatcher and Ronald Reagan took power, the rest of the package soon followed: massive tax cuts for the rich, the crushing of trade unions, deregulation, privatisation, outsourcing and competition in public services. Through the IMF, the World Bank, the Maastricht treaty and the World Trade Organisation, neoliberal policies were imposed – often without democratic consent – on much of the world. Most remarkable was its adoption among parties that once belonged to the left: Labour and the Democrats, for example. As Stedman Jones notes, “it is hard to think of another utopia to have been as fully realised.”

It may seem strange that a doctrine promising choice and freedom should have been promoted with the slogan “there is no alternative”. But, as Hayek remarked on a visit to Pinochet’s Chile – one of the first nations in which the programme was comprehensively applied – “my personal preference leans toward a liberal dictatorship rather than toward a democratic government devoid of liberalism”. The freedom that neoliberalism offers, which sounds so beguiling when expressed in general terms, turns out to mean freedom for the pike, not for the minnows.

Freedom from trade unions and collective bargaining means the freedom to suppress wages. Freedom from regulation means the freedom to poison rivers, endanger workers, charge iniquitous rates of interest and design exotic financial instruments. Freedom from tax means freedom from the distribution of wealth that lifts people out of poverty.

As Naomi Klein documents in The Shock Doctrine, neoliberal theorists advocated the use of crises to impose unpopular policies while people were distracted: for example, in the aftermath of Pinochet’s coup, the Iraq war and Hurricane Katrina, which Friedman described as “an opportunity to radically reform the educational system” in New Orleans.

Where neoliberal policies cannot be imposed domestically, they are imposed internationally, through trade treaties incorporating “investor-state dispute settlement”: offshore tribunals in which corporations can press for the removal of social and environmental protections. When parliaments have voted to restrict sales of cigarettes, protect water supplies from mining companies, freeze energy bills or prevent pharmaceutical firms from ripping off the state, corporations have sued, often successfully. Democracy is reduced to theatre.

Another paradox of neoliberalism is that universal competition relies upon universal quantification and comparison. The result is that workers, job-seekers and public services of every kind are subject to a pettifogging, stifling regime of assessment and monitoring, designed to identify the winners and punish the losers. The doctrine that Von Mises proposed would free us from the bureaucratic nightmare of central planning has instead created one.

Neoliberalism was not conceived as a self-serving racket, but it rapidly became one. Economic growth has been markedly slower in the neoliberal era (since 1980 in Britain and the US) than it was in the preceding decades; but not for the very rich. Inequality in the distribution of both income and wealth, after 60 years of decline, rose rapidly in this era, due to the smashing of trade unions, tax reductions, rising rents, privatisation and deregulation.

The privatisation or marketisation of public services such as energy, water, trains, health, education, roads and prisons has enabled corporations to set up tollbooths in front of essential assets and charge rent, either to citizens or to government, for their use. Rent is another term for unearned income. When you pay an inflated price for a train ticket, only part of the fare compensates the operators for the money they spend on fuel, wages, rolling stock and other outlays. Those who own and run the UK’s privatised or semi-privatised services make stupendous fortunes by investing little and charging much. In Russia and India, oligarchs acquired state assets through firesales. In Mexico, Carlos Slim was granted control of almost all landline and mobile phone services and soon became the world’s richest man.

Financialisation, as Andrew Sayer notes in Why We Can’t Afford the Rich, has had a similar impact. “Like rent,” he argues, “interest is ... unearned income that accrues without any effort”. As the poor become poorer and the rich become richer, the rich acquire increasing control over another crucial asset: money. Interest payments, overwhelmingly, are a transfer of money from the poor to the rich. As property prices and the withdrawal of state funding load people with debt (think of the switch from student grants to student loans), the banks and their executives clean up.

Sayer argues that the past four decades have been characterised by a transfer of wealth not only from the poor to the rich, but within the ranks of the wealthy: from those who make their money by producing new goods or services to those who make their money by controlling existing assets and harvesting rent, interest or capital gains. Earned income has been supplanted by unearned income.

Neoliberal policies are everywhere beset by market failures. Not only are the banks too big to fail, but so are the corporations now charged with delivering public services. As Tony Judt pointed out in Ill Fares the Land, Hayek forgot that vital national services cannot be allowed to collapse, which means that competition cannot run its course. Business takes the profits, the state keeps the risk.

The greater the failure, the more extreme the ideology becomes. Governments use neoliberal crises as both excuse and opportunity to cut taxes, privatise remaining public services, rip holes in the social safety net, deregulate corporations and re-regulate citizens. The self-hating state now sinks its teeth into every organ of the public sector.

Perhaps the most dangerous impact of neoliberalism is not the economic crises it has caused, but the political crisis. As the domain of the state is reduced, our ability to change the course of our lives through voting also contracts. Instead, neoliberal theory asserts, people can exercise choice through spending. But some have more to spend than others: in the great consumer or shareholder democracy, votes are not equally distributed. The result is a disempowerment of the poor and middle. As parties of the right and former left adopt similar neoliberal policies, disempowerment turns to disenfranchisement. Large numbers of people have been shed from politics.

Chris Hedges remarks that “fascist movements build their base not from the politically active but the politically inactive, the ‘losers’ who feel, often correctly, they have no voice or role to play in the political establishment”. When political debate no longer speaks to us, people become responsive instead to slogans, symbols and sensation. To the admirers of Trump, for example, facts and arguments appear irrelevant.

Judt explained that when the thick mesh of interactions between people and the state has been reduced to nothing but authority and obedience, the only remaining force that binds us is state power. The totalitarianism Hayek feared is more likely to emerge when governments, having lost the moral authority that arises from the delivery of public services, are reduced to “cajoling, threatening and ultimately coercing people to obey them”.

Like communism, neoliberalism is the God that failed. But the zombie doctrine staggers on, and one of the reasons is its anonymity. Or rather, a cluster of anonymities.

The invisible doctrine of the invisible hand is promoted by invisible backers. Slowly, very slowly, we have begun to discover the names of a few of them. We find that the Institute of Economic Affairs, which has argued forcefully in the media against the further regulation of the tobacco industry, has been secretly funded by British American Tobacco since 1963. We discover that Charles and David Koch, two of the richest men in the world, founded the institute that set up the Tea Party movement. We find that Charles Koch, in establishing one of his thinktanks, noted that “in order to avoid undesirable criticism, how the organisation is controlled and directed should not be widely advertised”.

The words used by neoliberalism often conceal more than they elucidate. “The market” sounds like a natural system that might bear upon us equally, like gravity or atmospheric pressure. But it is fraught with power relations. What “the market wants” tends to mean what corporations and their bosses want. “Investment”, as Sayer notes, means two quite different things. One is the funding of productive and socially useful activities, the other is the purchase of existing assets to milk them for rent, interest, dividends and capital gains. Using the same word for different activities “camouflages the sources of wealth”, leading us to confuse wealth extraction with wealth creation.

A century ago, the nouveau riche were disparaged by those who had inherited their money. Entrepreneurs sought social acceptance by passing themselves off as rentiers. Today, the relationship has been reversed: the rentiers and inheritors style themselves entre preneurs. They claim to have earned their unearned income.

These anonymities and confusions mesh with the namelessness and placelessness of modern capitalism: the franchise model which ensures that workers do not know for whom they toil; the companies registered through a network of offshore secrecy regimes so complex that even the police cannot discover the beneficial owners; the tax arrangements that bamboozle governments; the financial products no one understands.

The anonymity of neoliberalism is fiercely guarded. Those who are influenced by Hayek, Mises and Friedman tend to reject the term, maintaining – with some justice – that it is used today only pejoratively. But they offer us no substitute. Some describe themselves as classical liberals or libertarians, but these descriptions are both misleading and curiously self-effacing, as they suggest that there is nothing novel about The Road to Serfdom, Bureaucracy or Friedman’s classic work, Capitalism and Freedom.

For all that, there is something admirable about the neoliberal project, at least in its early stages. It was a distinctive, innovative philosophy promoted by a coherent network of thinkers and activists with a clear plan of action. It was patient and persistent. The Road to Serfdom became the path to power.

Neoliberalism’s triumph also reflects the failure of the left. When laissez-faire economics led to catastrophe in 1929, Keynes devised a comprehensive economic theory to replace it. When Keynesian demand management hit the buffers in the 70s, there was an alternative ready. But when neoliberalism fell apart in 2008 there was ... nothing. This is why the zombie walks. The left and centre have produced no new general framework of economic thought for 80 years.

Every invocation of Lord Keynes is an admission of failure. To propose Keynesian solutions to the crises of the 21st century is to ignore three obvious problems. It is hard to mobilise people around old ideas; the flaws exposed in the 70s have not gone away; and, most importantly, they have nothing to say about our gravest predicament: the environmental crisis. Keynesianism works by stimulating consumer demand to promote economic growth. Consumer demand and economic growth are the motors of environmental destruction.

What the history of both Keynesianism and neoliberalism show is that it’s not enough to oppose a broken system. A coherent alternative has to be proposed. For Labour, the Democrats and the wider left, the central task should be to develop an economic Apollo programme, a conscious attempt to design a new system, tailored to the demands of the 21st century.

Jeremy Corbyn is the curator of the future. His rivals are chasing an impossible dream

On one point I agree with his opponents: Jeremy Corbyn has little chance of winning the 2020 general election. But the same applies to the other three candidates. Either Labour must win back the seats it once held in Scotland (surely impossible without veering to the left) or it must beat the Conservatives by 12 points in England and Wales to form an overall majority. The impending boundary changes could mean that it has to win back 106 seats. If you think that is likely, I respectfully suggest that you are living in a dreamworld.

In fact, in this contest of improbabilities, Corbyn might stand the better chance. Only a disruptive political movement, that can ignite, mesmerise and mobilise, that can raise an army of volunteers – as the SNP did in Scotland – could smash the political concrete.

To imagine that Labour could overcome such odds by becoming bland, blurred and craven is to succumb to thinking that is simultaneously magical and despairing. Such dreamers argue that Labour has to recapture the middle ground. But there is no such place; no fixed political geography. The middle ground is a magic mountain that retreats as you approach. The more you chase it from the left, the further to the right it moves.

As the social philosopher Karl Polanyi pointed out towards the end of the second world war, when politics offers little choice and little prospect of solving their problems, people seek extreme solutions. Labour’s inability to provide a loud and proud alternative to Conservative policies explains why so much of its base switched to Ukip at the last election. Corbyn’s political clarity explains why the same people are flocking back to him.

Are they returning because he has tailored his policies to appeal to the hard right? Certainly not. They are returning because he stands for something, something that could help them, something that was not devised by a row of spadbot mannikins in suits, consulting their clipboards on Douglas Alexander’s sofa.

Nothing was more politically inept than Labour’s attempt before the election to win back Ukip supporters by hardening its stance on immigration. Why vote for the echo when you can vote for the shout? What is attractive about a party prepared to abandon its core values for the prospect of electoral gain? What is inspiring about a party that grovels, offering itself as a political doormat for any powerful interest or passing fad to wipe its feet on?

In an openDemocracy article, Ian Sinclair compares Labour’s attempts to stop Corbyn with those by the Tories in 1974-75 to stop Margaret Thatcher. Divisive, hated by the press, seen by her own party as an extremist, she was widely dismissed as unelectable. The Tory establishment, convinced that the party could win only from the centre, did everything it could to stop her.




Who should I vote for in the Labour leadership election?


Across three decades New Labour strategists have overlooked a crucial reality: politicians reinforce the values they espouse. The harder you try to win by adopting your opponents’ values, the more you legitimise and promote them, making your task – and that of your successors – more difficult. Tony Blair won three elections, but in doing so he made future Labour victories less likely. By adopting conservative values, conservative framing and conservative language, he shifted the nation to the right, even when he pursued leftwing policies such as the minimum wage, tax credits and freedom of information. You can sustain policies without values for a while but then, like plants without soil, the movement wilts and dies.

The Labour mainstream likes to pretend that Blair’s only breach of faith was the Iraq war. The marketisation of the NHS, the private finance initiative, the criminalisation of peaceful protest, collusion in the kidnap and torture of dissidents from other nations, the collapse of social housing – I could fill this page with a list of such capitulations to greed and tyranny. Blair’s purges, stripping all but courtiers from the lists of potential candidates, explain why the party now struggles to find anyone under 50 who looks like a leader.

The capitulations continued under Ed Miliband, who allowed the Conservative obsession with the deficit and austerity to frame Labour politics. As Paul Krugman explains, austerity is a con that does nothing but harm to the wealth of this nation. It has been discredited everywhere else: only in Britain do we cling to the myth. Yet Miliband walked willingly into the trap. His manifesto promised to “cut the deficit every year” and to adopt such cruel Tory policies as the household benefits cap.
You can choose, if you wish, to believe that this clapped-out, alienating politics – compounded by such gobsmacking acts of cowardice as the failure to oppose the welfare bill – can capture the mood of the nation, reverse Labour’s decline and secure an extra hundred seats. But please stop calling yourself a realist.

Rebuilding a political movement means espousing what is desirable, then finding ways to make it feasible. The hopeless realists propose the opposite. They assemble a threadbare list of policies they consider feasible, then seek to persuade us that this package is desirable. If they retain core values, they’ve become so muddled by tacking and triangulation as to be almost indecipherable.

So great has the damage been to a party lost for 21 years in Blair’s Bermuda triangulation that it might take many years until it becomes electable again. That is a frightening prospect, but the longer Labour keeps repeating the same mistakes – reinforcing the values it should be contesting – the further to the right it will push the nation, and the more remote its chances of election will become. The task is to rebuild the party’s values, reclaim the democratic debate, pull the centre back towards the left and change – as Clement Attlee and Thatcher did in different ways – the soul of the nation.

Because Labour’s immediate prospects are so remote, regardless of who wins this contest, the successful candidate is likely to be a caretaker, a curator of the future. His or her task must be to breathe life back into politics, to recharge democracy with choice, to ignite the hope that will make Labour electable again. Only one candidate proposes to do that.

Stop using China as an excuse for inaction on climate change

China is the world’s excuse for cruelty and barbarism. If we don’t behave atrociously, politicians and columnists assure us, China will, so we had better do it first, before we are outcompeted.

You want holidays, collective bargaining rights and fair conditions in the workplace? Forget it. When Chinese workers have none, such fripperies would “hamper British/US/Australian/Canadian industry”, making it uncompetitive.

Columnists like Thomas Friedman at the New York Times, gleefully regaling us with tales of Chinese workers being turfed out of their dormitories at midnight, marched to a workstation and obliged to perform a 12-hour shift to meet a last-minute order from Apple, insist that we either compete on these terms or perish. France, he once claimed, is doomed if it seeks to preserve a 35-hour week, while people in Asia “are ready to work a 35-hour day.”

In fact French workers are doing fine: it turns out that European countries with shorter working hours (France, the Netherlands and Denmark for example) have higher productivity per hour than those whose workers have to spend longer at their desks (such as Germany and Britain). And a country whose people have both decent wages and time to relax can support millions of jobs – in leisure and pleasure – that don’t exist where workers are treated as little more than slaves.
You want your rivers, air and wildlife protected? What planet are you on? China, we are told, doesn’t give a damn for such luxuries, with the result that if we don’t abandon our own regulations, it will take over the world.

On no topic are these claims made more often than on climate change. What is the point of limiting our greenhouse gas emissions, a thousand bloggers (and a fair few politicians) insist, if China is building a new power station every two weeks (or days or minutes or whatever the latest hyperbole suggests)? Taking action on climate change is useless and stupid in the face of the Chinese threat.

China is not just a country. It is whatever powerful interests want us to be. It is, they suggest, a remorseless, faceless, insuperable threat to civilisation, to which the only rational response is to abandon civilisation. So often is the threat invoked to justify the latest round of inhumane proposals that it needs a name. Perhaps we could hijack one: China Syndrome.

China Syndrome is the 21st century extension of the Yellow Peril myth. First formulated by Kaiser Wilhelm II, whose extreme militarism, racism and anti-Semitism prefigured the rise of Nazism in Germany, the term reflects a long-standing apprehension about the people of Asia, dating back perhaps to the Mongol invasions of eastern Europe. It invokes an uncaring, undifferentiated horde of philistines, possessed perhaps with supernatural powers, but without moral limits or human qualities like empathy, pity, love or self-restraint. Unless we took extreme measures to defend ourselves against this threat, Wilhelm and others insisted, this human swarm would outbreed and overrun the nations of the west.

The myth became a staple of schlock literature and films, spawning such characters as Fu Manchu and Ming the Merciless. The idea that the people of China might “steal our jobs” is also deep-rooted. It triggered a number of pogroms in the United States during the later decades of the 19thcentury, during which many Chinese immigrant workers were murdered.

It is, of course, true that China contributes substantially to the threat of climate breakdown: it is now the world’s largest emitter of greenhouse gases. It is also true that its diplomats often prove to be a hindrance during international negotiations on the subject. That was certainly the case at the UN climate conference in Bonn that ended on Thursday, where they refused even to discussthe crucial issue: how much global warming the policies adopted by each nation will cause.

This stands in apparent contrast to the agreement struck this week, as a result of Angela Merkel’s diplomacy, at the G7 meeting, calling for “a decarbonisation of the global economy over the course of this century”.

But to suggest that China is an inherent and insuperable threat, as many of my correspondents do (mostly those who alternate between insisting that man-made climate change isn’t happening and insisting that we can’t do anything about it anyway), is grievously to misrepresent the people of that nation.

First, of course, much of its energy use is commissioned by other nations. As manufacturing has declined in countries like the US and Britain, and the workforce is mostly engaged in other activities, the fossil fuel burning caused by our consumption of stuff has shifted overseas, along with the blame. Even so, when China’s total greenhouse gas production is divided by its population, you discover that it is still producing much less per head than we are.

Partly as a result of a massive investment in renewables, the Chinese demand for coal dropped for the first time last year, and is likely to drop again this year. Perhaps because of the bureaucratic chaos of China’s centralised, unwieldy government, there is a gulf between the energy transition rapidly taking place within China and its negotiating positions in international meetings, which are “in the hands of completely different sets of bureaucrats.”

But perhaps the biggest surprise for those who unwittingly invoke the old Yellow Peril tropes is that the Chinese people care more about climate change than we do. A survey released on Monday reveals that 26% of respondents in the UK and 32% in the US believe that climate change is “not a serious problem”, while in China the figure is only 4%. In the UK, 7% don’t want their government to endorse any international agreement addressing climate change. In the US the proportion rises to 17%. But in China, Hong Kong, Indonesia, Singapore, Malaysia and Thailand, only 1% want no action taken.

Of course, the question that arises in undemocratic countries like China is the extent to which public desires can shape government policy. But what’s clear is that China’s failure to act decisively on climate change does not arise from any national characteristic.

The paternalistic assumption that only the rich nations can afford to care is also based on myth: a myth that – like the Yellow Peril story – dates back to the colonial era. As the Greendex survey of consumer attitudes shows, people in poorer countries tend to feel much guiltier about their impacts on the natural world than people in rich countries, even though those impacts might be far smaller. Of the nations surveyed, the people of Germany, the US, Australia and Britain felt the least consumer guilt; while the people of India, China, Mexico and Brazil felt the most. The more we consume, the less we feel.

There is no scope for moral superiority in the climate talks, least of all a moral superiority based on unfounded national stereotypes. Collectively, we are wrecking the delicate atmospheric balance that has allowed human civilisation to flourish. Collectively, we have to sort this out. And it will happen only by taking responsibility for our impacts, rather than by blaming other nations for what we don’t want to do.

Let’s not fool ourselves. We may not bribe, but corruption is rife in Britain

It just doesn’t compute. Almost every day the news is filled with stories that look to me like corruption. Yet on Transparency International’s corruption index Britain is ranked 14th out of 177 nations, suggesting that it’s one of the best-run nations on Earth. Either all but 13 countries are spectacularly corrupt or there’s something wrong with the index.
Yes, it’s the index. The definitions of corruption on which it draws are narrow and selective. Common practices in the rich nations that could reasonably be labelled corrupt are excluded; common practices in the poor nations are emphasised.
This week a ground-changing book called How Corrupt is Britain?, edited by David Whyte, is published. It should be read by anyone who believes this country merits its position on the index.
Would there still be commercial banking sector in this country if it weren’t for corruption? Think of the list of scandals: pensions mis-selling, endowment mortgage fraud, the payment protection insurance scam, Libor rigging, insider trading and all the rest. Then ask yourself whether fleecing the public is an aberration – or the business model.
No senior figure has been held criminally liable or has even been disqualified for the practices that helped to trigger the financial crisis, partly because the laws that should have restrained them were slashed by successive governments. A former minister in this government ran HSBC while it engaged in systematic tax evasion, money laundering for drugs gangs and the provision of services to Saudi and Bangladeshi banks linked to the financing of terrorists. Instead of prosecuting the bank, the head of the UK’s tax office went to work for it when he retired.
The City of London, operating with the help of British overseas territories and crown dependencies, is the world’s leading tax haven, controlling 24% of all offshore financial services. It offers global capital an elaborate secrecy regime, assisting not just tax evaders but also smugglers, sanctions- busters and money-launderers. As the French investigating magistrate Eva Joly has complained, the City “has never transmitted even the smallest piece of usable evidence to a foreign magistrate”. The UK, Switzerland, Singapore, Luxembourg and Germany are all ranked by Transparency International as among the least corrupt nations in the world. They are also listed by the Tax Justice Network as among the worst secrecy regimes and tax havens. For some reason, though, that doesn’t count.
The Private Finance Initiative has been used by our governments to deceive us about the extent of their borrowing while channelling public money into the hands of corporations. Shrouded in secrecy, stuffed with hidden sweeteners, it has landed hospitals and schools with unpayable debts, while hiding public services from public scrutiny.
State spies have been engaged in mass surveillance. And the police, adopting the identities of dead children, lying in court to assist false convictions and fathering children by activists before disappearing, have infiltrated and sought to destroy peaceful campaign groups. Police forces have protected prolific paedophiles, including Jimmy Savile, and – it is now alleged – a ring of senior politicians who are also suspected of the murder of children. Savile was shielded too by the NHS and the BBC, which has sacked most of the those who sought to expose him while promoting people who tried to perpetuate the cover-up.
There’s the small matter of our unreformed political funding system, which permits the very rich to buy political parties. There’s the phone-hacking scandal and the payment of police by newspapers, the underselling of Royal Mail, the revolving door allowing corporate executives to draft the laws affecting their businesses, the robbing of the welfare and prison services by private contractors, price-fixing by energy companies, daylight robbery by pharmaceutical firms and dozens more such cases. Is none of this corruption? Or is it too sophisticated to qualify?
Among the sources used by Transparency International to compile its index are the World Bank and the World Economic Forum. Relying on the World Bank to assess corruption is like asking Vlad the Impaler for an audit of human rights. Run on the principle of one dollar, one vote, controlled by the rich nations while operating in the poor ones, the bank has funded hundreds of white-elephant projects that have greatly enriched corrupt elites and foreign capital while evicting local people from their land and leaving their countries with unpayable debts. To general gasps of astonishment, the World Bank’s definition of corruption is so narrowly drawn that it excludes such practices.
The World Economic Forum establishes its corruption rankings through a survey of global executives: the beneficiaries of the kind of practices I’ve listed in this article. Its questions are limited to the payment of bribes and the corrupt acquisition of public funds by private interests, excluding the kinds of corruption that prevail in rich nations. Transparency International’s interviews with ordinary citizens take much the same line: most of its specific questions involve the payment of bribes.
How Corrupt is Britain? argues that such narrow conceptions of corruption are part of a long tradition of portraying the problem as something confined to weak nations, which must be rescued by “reforms” imposed by colonial powers and, more recently, bodies such as the World Bank and the IMF. These “reforms” mean austerity, privatisation, outsourcing and deregulation. They tend to suck money out of the hands of the poor and into the hands of national and global oligarchs.
For organisations such as the World Bank and the World Economic Forum, there is little difference between the public interest and the interests of global corporations. What might look like corruption from any other perspective looks to them like sound economics. The power of global finance and the immense wealth of the global elite are founded on corruption, and the beneficiaries have an interest in framing the question to excuse themselves.
Yes, many poor nations are plagued by the kind of corruption that involves paying bribes to officials. But the problems plaguing us run deeper. When the system already belongs to the elite, bribes are superfluous.

The British government is leading a gunpowder plot against democracy


This bill of corporate rights threatens to blow the sovereignty of parliament unless it can be stopped

On this day a year ago, I was in despair. A dark cloud was rising over the Atlantic, threatening to blot out some of the freedoms our ancestors lost their lives to secure. The ability of parliaments on both sides of the ocean to legislate on behalf of their people was at risk from an astonishing treaty that would grant corporations special powers to sue governments. I could not see a way of stopping it.
Almost no one had heard of the Transatlantic Trade and Investment Partnership (TTIP) between the EU and the US, except those who were quietly negotiating it. And I suspected that almost no one ever would. Even the name seemed perfectly designed to repel public interest. I wrote about it for one reason: to be able to tell my children that I had not done nothing.
To my amazement, the article went viral. As a result of the public reaction and the involvement of remarkable campaigners, the European commission and the British government responded. The Stop TTIP petition now carries more than 750,000 signatures; the 38 Degrees petition has 910,000. Last month there were 450 protest actions across 24 member states. The commission was forced to hold a public consultation about the most controversial aspect, and 150,000 people responded. Never let it be said that people cannot engage with complex issues.
Nothing has yet been won. Corporations and governments – led by the UK – are mobilising to thwart this uprising. But their position slips a little every month. When the British minister responsible at the time, Ken Clarke, responded to my first articles, he insisted that “nothing could be more foolish” than making the European negotiating position public, as I’d proposed. But last month the commission was obliged to do just this. It’s beginning to look as if the fight against TTIP could become a historic victory for people against corporate power.
The central problem is what the negotiators call investor-state dispute settlement (ISDS). The treaty would allow corporations to sue governments before an arbitration panel composed of corporate lawyers, at which other people have no representation, and which is not subject to judicial review.
Already, thanks to the insertion of ISDS into much smaller trade treaties, big business is engaged in an orgy of litigation, whose purpose is to strike down any law that might impinge on its anticipated future profits. The tobacco firm Philip Morris is suing governments in Uruguay and Australia for trying to discourage people from smoking. The oil firm Occidental was awarded $2.3bn in compensation from Ecuador, which terminated the company’s drilling concession in the Amazon after finding that Occidental had broken Ecuadorean law. The Swedish company Vattenfall is suing the German government for shutting down nuclear power. An Australian firm is suing El Salvador’s government for $300m for refusing permission for a goldmine over concerns it would poison the drinking water.
The same mechanism, under TTIP, could be used to prevent UK governments from reversing the privatisation of the railways and the NHS, or from defending public health and the natural world against corporate greed. The corporate lawyers who sit on these panels are beholden only to the companies whose cases they adjudicate, who at other times are their employers.
As one of these people commented: “When I wake up at night and think about arbitration, it never ceases to amaze me that sovereign states have agreed to investment arbitration at all … Three private individuals are entrusted with the power to review, without any restriction or appeal procedure, all actions of the government, all decisions of the courts, and all laws and regulations emanating from parliament.”
So outrageous is this arrangement that even the Economist, usually the champion of corporate power and trade treaties, has now come out against it. It calls investor-state dispute settlement “a way to let multinational companies get rich at the expense of ordinary people”.
When David Cameron and the corporate press launched their campaign against the candidacy of Jean-Claude Juncker for president of the European commission, they claimed that he threatened British sovereignty. It was a perfect inversion of reality. Juncker, seeing the way the public debate was going, promised in his manifesto that “I will not sacrifice Europe’s safety, health, social and data protection standards … on the altar of free trade … Nor will I accept that the jurisdiction of courts in the EU member states is limited by special regimes for investor disputes.” Juncker’s crime was that he had pledged not to give away as much of our sovereignty to corporate lawyers as Cameron and the media barons demanded.
Juncker is now coming under extreme pressure. Last month 14 states wrote to him, privately and without consulting their parliaments, demanding the inclusion of ISDS (the letter was leaked a few days ago). And who is leading this campaign? The British government. It’s hard to get your head around the duplicity involved. While claiming to be so exercised about our sovereignty that it is prepared to leave the EU, our government is secretly insisting that the European commission slaughter our sovereignty on behalf of corporate profits. Cameron is leading a gunpowder plot against democracy.
He and his ministers have failed to answer the howlingly obvious question: what’s wrong with the courts? If corporations want to sue governments, they already have a right to do so, through the courts, like anyone else. It’s not as if, with their vast budgets, they are disadvantaged in this arena. Why should they be allowed to use a separate legal system, to which the rest of us have no access? What happened to the principle of equality before the law?
If our courts are fit to deprive citizens of their liberty, why are they unfit to deprive corporations of anticipated future profits? Let’s not hear another word from the defenders of TTIP until they have answered this question.
It cannot be ducked for much longer. Unlike previous treaties, this one is being dragged by campaigners into the open, where its justifications shrivel on exposure to the light. There’s a tough struggle to come, and the outcome is by no means certain, but my sense is that we will win.
